Development Process for Campus-wide Policies

Objective:

Policies established for UNC Asheville are intended to provide predictability, consistency, and due diligence in supporting campus-wide daily operations.  It is imperative that policies accurately reflect intended practice, and that they be readily accessible to all employees, students, and the community.

 

Implementation: First Year Process:

  1. Senior Staff will approve a development process for campus-wide policies, participate in sustaining an ongoing review process, and be responsible for policies within their divisions.
  2. The Chancellor will identify one Responsible Person (RP) with overall authority and responsibility for the development process for campus-wide policies (e.g., Internal Auditor). S/he will serve as the UNC Asheville Policy Coordinator
  3. RP will provide orientation to Senior Staff Members for policy/procedure implementation and review.
  4. Each Senior Staff member will delegate the review of campus-wide policies to one or more appropriate individuals (Division Staff/Faculty Member) within their assigned division/departments.
  5. Division Member(s) will review and revise campus-wide policies annually or as needed, consulting with their respective Senior Staff member as appropriate. 
  6. Policies needing no revision will be verified as current and accurate by the Division Member, approved by Senior Staff member, and forwarded to RP.
  7. Division Member will forward any proposed policy change recommendations to their respective Senior Staff member.
  8. Each Senior Staff member will forward any policy change recommendations to RP for review.
  9. RP will assess any legal or compliance issues that need resolution, consulting with University General Counsel, Faculty Senate, and/or Student Government Association when appropriate, and referring issues to Board of Trustees where warranted.
  10. RP will prepare and send all proposed policy changes to Senior Staff for review/approval.
  11. Senior Staff will approve, deny, or recommend modifications. Senior Staff decisions will be forwarded to RP.
  12. RP will disseminate proposed policy to the university campus for review, if appropriate consultation has not already occurred. Substantive feedback will be forwarded to Senior Staff for consideration.
  13. RP will include the final version of approved policies in the University Policy and Procedure manual and assure their presence on the UNC Asheville policy Web site.
  14. RP will notify the campus of policy changes and include a link to the new policy on the Web site.
  15. RP will schedule newly-approved policies for the next annual review process.
  16. RP will return denied policies or those recommended for changes to the appropriate Division Member for revision and subsequent submission for approval (return to Step 7).

Annually (ongoing process):

  1. Annually, RP notifies Senior Staff members of the policies requiring review.
  2. Process above will apply, beginning with Step 5.
  3. RP consults annually with keepers of hard copies of policy manuals to insure accuracy and consistency.
