Approval PBR
Subject: Antinepotism Policy
Applicable to: EPA non-teaching employees; SPA employees; temporary and other employees
on special assignment.
Policy: It is the policy of the State of North Carolina and the University of North Carolina at
Asheville that persons considered for employment or promotion shall be evaluated on the basis of
individual merit including training, experience and qualifications without reference to
considerations of race, sex, religion, disability or natural origin or any other factors not involving
personal professional qualifications and performance. The following policy is designed to avoid
the possibility of favoritism based upon family or personal relationship.
Therefore, it is the policy of UNCA:
(1) Two members of an immediate family shall not be employed within the same agency if such
employment will result in one supervising a member of his/her immediate family or personal
relationship.
(2) Two members of an immediate family shall not be employed where one member occupies a
position or has influence over the other's employment, promotion, salary administration or
other related management or personnel considerations. This will include participating either
individually or as a member of a screening committee or other committee which may
recommend personnel considerations of the other related person.
Definitions:
Immediate Family shall be understood to refer to that degree of closeness of relationship which
would suggest that problems might be created within the work unit, or that the public's
philosophy of fair play in providing equal opportunity for employment to all qualified individuals
would be violated. This would include: spouse, parent, brother, sister, son, daughter,
grandparent, grandson, granddaughter, aunt, uncle, niece, nephew, guardian and ward. Also
included are the step-, half-, and in-law relationships as appropriate based on the above listing.
The immediate family might also include others living within the same household or otherwise so
closely identified with each other as to suggest difficulty including persons engaged in amorous or
dating relationships, significant others, sexual partners, or those engaged to be married.
