SUBJECT: Security and Control Systems for The University of North Carolina at
Asheville's Justice Center During Recreational Hours
General
The Director of Athletics has overall responsibility for administering the programs that are carried
out daily in the Justice Center. These facilities serve the students, faculty, staff, members of the
Bulldog Athletic Club, and the general public in the form of certain approved events. Attempting
to control traffic into the facility has proven to be difficult, therefore the plan herein presented will
help control the facility and see that only those authorized use the facilities.
A variety of problems over the past year have led to the adoption of this plan. The following
areas are the most important:
1. Safety of participants. UNCA, being in an urban area, attracts a variety of unauthorized
people into Justice Center. During the past year we have experienced: a) vandalism, b) men
in women's locker rooms, c) numerous locker break-ins, and d) loitering by suspicious
persons. This new system, while not fail-safe, should drastically diminish these problems.
2. Protect the rights of authorized users. Our facilities are limited and in high demand from our
legitimate user groups. Without adequate control, we have a constant problem with people
entering the facility through the side or back doors and using courts or equipment therefore
making it unavailable to authorized users. Also once in, these "court bullies" find a student
who will say they are their guests, thus compounding the problem of our court supervisors.
The proposed system allows for legitimate guests, but they must enter the building with their
sponsor and pay a guest fee.
3. Maintaining a presentable facility. Due to high use, maintenance of our facility has become
expensive. We believe that "free" and unauthorized users abuse the facilities to a much
greater extent than the authorized users who know the rules. Our primary source of revenue
for our programs, including maintenance, comes from student fees. The gym floor, tennis
courts, track and recreation fields all need attention this year. It is our feeling that user fees
can help defray some of the costs of keeping our facilities in top condition.
4. Promoting a positive community image. A controlled, organized, attractive facility that can be
utilized by members of the community and outside groups on a limited and approved basis will
leave users with a positive impression of the University.
GENERAL POLICIES
In an effort to respond to the issues discussed above, the following system for securing and
controlling Justice Center will begin Fall Semester 1982.
1. Limited Access. Beginning at 3:00 p.m. and lasting until closing, all user entry and exit will
be through the front doors. All other doors will be locked and equipped with alarm bells and
signs informing people where to enter and exit the building.
2. ID Policy. Upon entry into the building, users will present their ID card to the supervisor on
duty who will check the card to be sure it is valid. The card will be held at the desk until the
person checks out of the building. Should the person exit through one of the locked doors
and not pick up their card, a charge of $5.00 will be levied before their card is reissued. The
only persons allowed in the facility without a valid ID will be those on tour, observing class,
seeing someone in the P.E., Recreation or Athletic departments or someone coming to sign
up for an activity or class.
Valid IDs honored are as follows:
a. UNC Asheville current student card
b. UNC Asheville faculty and staff card
c. Bulldog Athletic Club Active Life cards
d. WCU Asheville student
e. WCU Asheville faculty
f. Other users approved by the Chancellor
g. Guest pass
3. Guest Passes. Any valid user is entitled to bring (1) one guest. Each guest must pay $2 per
visit.
4. Locker and Towel Service. Locker and towel service will be provided to valid users for a
$10 per semester fee. A combination lock is included in the rental.
5. No children under twelve years of age will be allowed to use the recreational facilities unless
they are directly supervised by a parent.
6. Anyone using the facilities will be responsible for his/her actions, as well as those of his/her
family or guest.
7. The recreation staff on duty have the authority to make decisions on all matters pertaining to
the use of the various facilities.
8. When using any of the facilities all users must wear the correct shoes and use proper
equipment.
9. Do not curb your dog(s) on the soccer field.
10. Since a wide variety of individuals will be using the various facilities of the Justice Center, it
is necessary to establish the following priority for use:
1st) students
2nd) faculty & staff
3rd) recreational activities card holders
4th) all others
11. Persons not adhering to these policies may be asked to leave the facility and risk having their
privileges revoked. The campus Public Safety Department will help enforce this policy if
necessary.
12. Suggestions and questions regarding the Justice Center should be brought to the attention of
the Director of Athletics.
