Subject: Building Access

Maximum security of the university buildings and property can only be accomplished through
assistance and cooperation between students, faculty, staff and administration.  With some
exceptions, including the use of facilities by off-campus groups that have been scheduled in
accordance with the Facilities Use Policy, university buildings are secured after the end of normal
class hours, which is 9:30 p.m., Monday through Friday.  The cmpus Public Safety Department 
has the responsibility of securing all building entrance doors and to make routine periodic checks
of the buildings to assure that all doors are secured and only authorized persons are in the
buildings.  Department heads or their designated representatives will be responsible for securing
interior doors and windows of offices, classrooms, labs or other areas within their respective
departments and for issuing building/room passes and keys.  The campus Public Safety
Department has the ultimate responsibility for securing these areas if they are found open after the
time that the building has been closed.

On weekends and holidays, the campus Public Safety Department will open and secure buildings
and facilities at times fixed by the department heads.  The campus Public Safety Department will
not be responsible for opening and closing buildings and facilities on an individual or random
request for access.  Students, including student employees, wanting access to buildings and
facilities after scheduled hours or on weekends must first obtain a UNCA building/room pass from
the department head or his/her designee.  The campus Public Safety Department will supply the
department heads with building passes.  Passes not properly filled out with correct name,
authorized signature, building and room number and dates will be considered invalid.  Students
must also have in their possession a valid UNCA ID card.  Any person who cannot or will not
properly identify themselve to the campus Public Safety Department or the university official
responsible for the facility will be considered unauthorized and will be asked to vacate the
premises.

Building passes will be considered invalid during the times that the university is closed between
the Fall and Spring Semesters, the Spring and Summer Semesters and the Summer and Fall
Semesters.  In those situations where students need access to facilities during these closed
periods, they must obtain a new pass from their department head to cover the break periods.

Faculty members who do not on occasion have keys may be given access to their office when that
building is closed.  Access can also be given to persons whose responsibilities require them on
special occasions to be in buildings apart from their offices.  For example: to set up for a lecture,
seminar, concert, etc.

In no instance will the campus Public Safety Department give a faculty or staff member access to
any facility which is under the responsibility of another person unless the person requesting first
submits authorization from the appropriate department head indicating permission for access.  In
these situations, a notation will be made in the campus Public Safety Department log indicating
that such access has been given.

Persons authorized to be in the buildings may be accompanied by nonstudents (e.g. family
members).  Children should not be permitted to roam unattended through the buildings.  Pets will
not be permitted in the buildings.  If there is a specific need for a student to be in the building after
midnight they must be accompanied by a member of the faculty, staff or administration or have in
their possession a note from the department head noting the days and hours that they are
authorized to use the facility.

From time to time some departments may have special projects or unusual circumstances that
make it impossible to comply with this policy.  During these rare occasions special exceptions may
be made by the individuals responsible for the appropriate facility (e.g. Vice Chancellor for
Academic Affairs, Assistant Vice Chancellor for Academic Affairs, Vice Chancellor for Financial
Affairs, Vice Chancellor for Student Affairs, Vice Chancellor for University Relations and the
Director of Special Academic Programs) who will notify the campus Public Safety Department
that a special exception has been granted.

The campus Public Safety Department will make routine periodic checks of the buildings to
ascertain that all doors and windows are secured and only authorized persons are in the buildings. 
They have the authority and the responsibility to ask for proper identification and building passes. 
Anyone refusing to respond will be given a verbal trespass warning.  If the person still refuses to
leave, an arrest for trespassing may be made.  Arrests will be made in compliance with the UNCA
Arrest Policy.

When force must be used, no more than absolute minimum force necessary to accomplish a
legitimate objective is to be applied.  Officers will submit a report when they detect unusual
circumstances or encounter any problems or resistance while enforcing this policy.  All persons
using the facilities who have been issued building keys will make sure that the doors are secured
when they enter and leave the building.  Doors and locks not functioning properly should be
reported to Facilities Management through appropriate channels (by work orders or telephone if
an emergency).  When finished using the facility, doors should be secured and lights turned off.

Housekeeping crews will unlock the academic building entrance doors at 6:15 a.m., Monday
through Friday.  If anything unusual is noticed by the housekeeper, a housekeeping supervisor
should be notified immediately.  The housekeeping supervisor will immediately notify the officer
on duty in the event of theft, damages or other suspicious circumstances brought to their
attention.
