Subject: Tuition Waivers for Older Students
The 1975 General Assembly authorized the Board of Governors to promulgate rules permitting
legal residents of North Carolina having attained the age of 65 who meet applicable admissions'
standards to enroll tuition-free on a space-available basis at all campuses of The University of
North Carolina.
Board of Governors' Guidelines (approved September 12, 1975):
1. The effective date of the regulations will be retroactive to August 1, 1975.
2. "Tuition" is defined as being that combined tuition and academic fee charge authorized for
each constituent institution by action of the Board of Governors on March 14, 1975.
3. To be eligible for the tuition waiver for a particular term or semester, the individual must
have attained the age of 65 before the commencement of such academic term and must be a
legal resident of the state of North Carolina in accordance with the provisions of A Manual
to Assist the Public Higher Education Institutions of North Carolina in the Matter of
Residence Classification for Tuition Purposes.
4. Whether or not space is available at a campus will be determined by the constituent
institution.
UNCA Internal Procedures:
1. Students wishing to register for classes at UNCA under the terms of this law will be allowed
to register on the day designated as late registration day for each term or semester.
Availability of space will not be known prior to that time.
2. The determination of space availability will be the responsibility of the Assistant Vice
Chancellor for Enrollment Management.
3. Students registering under the provisions of this law will be charged the full amount of the
tuition and fees, but will receive credit upon proper authorization for the amount of the
tuition and academic fee. The student must pay the difference at registration. Late fees will
not be assessed for these students on late registration day.
