1.         How large should the council be?

2.         What groups should be represented on the council (women,
             minorities, neighborhoods, agencies)?

 3.        What are the major networks within the community and who are
             the individuals with strong links to these networks?

 4.        What organizations should be represented on the council
             (community-based organizations, community clubs, churches,
             businesses)?

 5.        What individuals or groups might block or withhold aid to
            the program?  How can resistance from these individuals or groups
            be reduced?
