The personnel classification plans for UNC Asheville are established and governed by the State Personnel Commission through the Office of State Personnel (OSP) and the University of North Carolina's Office of the President (OP).

There are two main personnel classification systems that administer UNC Asheville positions and compensation. These systems are outlined as follows:

  1. Positions that are Subject (SPA) to State Personnel Act. They are currently managed under two systems:

    1. The traditional Classification and Compensation Guideline; and

    2. The new Career Banding Policies

    The transition from the traditional system to the new Career Banding System is expected to take approximately five years.

  2. Positions that are Exempt (EPA) from State Personnel Act. There are two major categories:

    1. EPA Faculty administered by Academic and Student Affairs (with the exception of Benefits Management).

    2. EPA Non-Faculty administered by Human Resources. There are three types of EPA Non-Faculty employees:

      1. Senior Academic and Administrative Officers (SAAO)

        1. SAAO Tier I: Chancellor, Provosts, Vice Chancellors, Vice Provosts, Deans and the Directors of major administrative, educational, research, and public services at the University.

        2. SAAO Tier II: Chancellor's staff, departmental heads, fundraisers, and others in charge of formulating, interpreting, and implementing institutional policies.

      2. EPA Non-Faculty Instructional Employees:
        The duties must be associated with the regular academic and educational experiences or be uniquely supportive of those experiences and must involve significant interaction with students.

      3. EPA Non-Faculty Research Employees:
        The duties must be integral with the instructional and research activities and represent an extension of the regular academic and educational experience.
